[BHC] Five cities with Free Access to Burton

Someone has reminded me that Highland Park also gets free access to the 
Burton, so if residents of Beverly Hills, Bingham Farms, Birmingham and West 
Bloomfield don't have to pay access fees, that makes five communities where access 
fees are waived. And thank you Charlie for your musical ditty "This library is 
your library, this library is my library..."
