Instead the library is an independent, municipal corporation governed by a 
six-member Detroit Library Commission, whose members are appointed by the 
Detroit Board of Education.
Omigosh! No wonder the DPL is in so much trouble. The Detroit Board of Ed is 
a problem too! And in trouble - as usual!
