[BHC] Fee for Using the Burton Historical Collection

I've been looking at the newspaper and TV websites and can find no mention
of this.  It didn't rate much TV coverage either (I saw it on WXYZ), coming
late in the newscast.  They mentioned that the DPL was going to receive
about $3.78 million and the Detroit Public Schools were to get a large chunk
of money as well.  I'll keep looking and will let you know if I find any
mention of this online.
