[BHC] Library usage fees

Well the Denver Public Library is the first exception I have learned of to
the rule that public libraries do not charge to use genealogical
collections.  It is a lesson I hope the Detroit Public Library pays
attention to in that the fee was dropped.  I wonder what the rational was to
impose the fee and why it was removed.

I also find it interesting that Jim remembered this fee after all these
years.  I wonder how many visitors to Detroit will remember being charged a
fee and will leave with negative feelings.
