It appears it is our neighbor, University of Windsor. They have had several conferences in the past, including 2001 and 2002, and published the papers from the 2001. I own it.

Does anyone know anything about a group called Le Centre d'étude sur la
francophonie du Detroit?

A scholar friend of mine in Québec is asking about this group and would
appreciate contact information. I have never heard of them before.
